As it should. See my prior post. I fyou are in image view which is cmd 1, you have to paste on top the folder, how ever if you are in list view which I prefer you open the folder and paste in to it. or if you need to create a folder by selection of items simply hit cmd control n and the folder will be created. yOU have to rename it but there you go.
