Strange. I don’t see any of this behavior. I do see drafts of what I”m composing every time i send a message and those are had to get rid of. Even if I unstick the store on server under drafts in mail box behavior, the state of the check box has not been retained. do you have your all mail turned off? I do and it seems to be working a lot better. Dunno if this will solve your problem though.
