Correction on price: both the iPhone and iPad versions of the Downloads app are 
$2.99 regular price, and I've corrected that below.

Here's a link to the AppleVis review of the Lite version for the iPhone.  There 
are more features now, since the current version is 4.3.1 and the reviewed 
version is 3.1.5:

Dane's correct that any VoiceOver user who got a download app between 2009 and 
mid-2011 is likely to have gotten Filer. Although I haven't experienced any 
problems with Filer, I note a few reviewers comments from people who have had 
occasional instability under iOS 7.  They seem to be of the "most of the time 
it continues to work great" category. I do know of other downloading apps, and 
maybe someone else has a better suggestion, keeping in mind that these 
recommendations are for new users, so good help instructions and a clean user 
interface are likely to be important.
