It is my understanding that when you purchase apps from the app store, you get unlimited updates for free. This is Apple law I believe. If a developer wants to charge for an update in the app store, then they have two means of doing so. They can invoke functionality that is only accessible through an in-app purchase. Or they can submit the app again with a slightly modified name (usually adding a number or increasing the number at the end of the name), therefore a brand new app to purchase.
