When you turn on file sharing, you are using smb. Below is the steps to use:
1. Open preference.
2. Go to sharing.
3. Activate the "lock to make changes" so you can modify your sharing
profile.
4. Move to the service table.
5. Move through the table and select "file sharing".
6. Move to the option button and activate it. In this dialog you can turn on
AFP, SMb and find out which accounts have access to SMB.
7. Turn on smb and then go to the done button.
8. The remaining options permit you to share specific folders and adding
users that you permit to access your computer. You can also add share points
as well.
Once you have SMB turn on with file sharing, then the window user can use
the computer. AFP only works between MACs.

don't think that is you cannot connect to a mac from another platform
using AFP, and since the mac disabled the ftp except via the terminal
*that's how thou turn ftp access on on the mac) it's a bit harder to
accomplish, but it is very much doable since I do it, via ftp not AFP.

In preferences, turn on sharing for your Mac and permit access to your
file system. Then the window user types in the IP address for the Mac
machine. You can turn on guess access, provide them with an account or
they could use your own account. You can also control what they can see.
