~ is a fancy way of saying your home folder, where Documents, DOwnloads and so on are. There is a Library folder inside it as well, but by default it’s hidden. I suggest hitting cmd-shift-g to open the “Go to Folder,” prompt, typing ~/Library, with the L capitalized, and hitting enter.
