Since your question doesn’t really mention a scanner, I thought I would mention a free OCR tool that seems to at least work. I have only used it a few times for recognizing PDF files presented as images. It seems to do a passable job. It is called PDF OCR X Community Edition. I don’t know if there are any limitations. I don’t think it would be ideal for use with a scanner but it works for those situations when one occasionally needs to OCR something.
