You get to System Preferences by going to the Apple menu (VO-m) then going down to System Preferences and pressing Return. Once in System Preferences, interact with the scroll area and you'll find lots of buttons. When you press VO-Space on a button, it opens a pane where you can make adjustments. When you've finished with one pane, just press Cmd-l and you'll see all the buttons again.
