You can get a  free dev account but you cannot test ios builds. For that you 
have to pay. I can how ever submit bug reports using the bug tracker on the 
builds the public has for both ios and osx. The bug tracker does need work how 
ever, a lot of work. It was fine before apple broke it. bleh!
