In order to do this, your ISP needs to update your zone records in DNS so that the reverse address points to your static IP. This is not possible usually at the user level, it has to be done either via a DNS solution offered by the provider or by the provider themselves.
Ask them to map your PTR record to your static IP. If they say they cannot do it, you won’t be able to correctly configure your domain. This is one area where people always fall down on static IP configuration. Given that this is not a Mac issue, please get back to me privately if I can help you further.
