I'd not worry about it.
Some devices do this.
They reconnect after being disconnected. If it's a storage device of some sort, this sometimes can cause errors on the file system, but usually doesn't. In the case of devices that are not storage related such as displays, keyboards, and mice, it won't hurt the computer or the device in the least to simply unplug it after ejecting it, whether it comes back or not. There may be some sort of configuration setting you can change to prevent the display from reconnecting, but not having a usb braille display, I couldn't even guess what it might be called, but in any case, it isn't likely to hurt anything by just unplugging it when necessary.
