VoiceOver does not lock up now and I'm not sure about your second enquiry.

Yes iOS 8.1 is miles ahead of 8.0.2 or even 8.0. There are still bugs
but most of the major ones are fixed such as the tones being stuck and
possibly VoiceOver being disabled when turning on status cells in
Braille settings although I don't have any confirmation on this. There
are some pretty cool new features as well. But I think it's safe to say
the upgrade is well worth it compared to 8.0x.
