Yes
I have done this many times.
You need to be connected to the internet and the slightly awkward bit is
signing into the Apple Store.
You need to ensure focus is on the apple store sign in window with
window chooser and then you need to route the Mouse to Voiceover with Vo
Command F5 and perform a virtual mouse click with shift VO Space in
order to make the sign in window fully in focus for signing in with
Voiceover.
