Brian - Is your VMWare Fusion updated to the most recent version? Unfortunately, JAWS and Windows using a virtual machine isn't quite as good a performer as with bootcamp. However, I really do not tend to encounter the issue you mention very often at all. It did occur more frequently in the past but Fusion updates have improved it. I have tinkered with the amount of memory allocated to the VM and have found that, for me, 4 GB works well. I have dedicated one processor core. This is on a Macbook Air mid-2013 with 8 GB of total memory.
I am using VMWare Fusion Version 6.0.6 (2684343). You have probably purchased version 7 since you are a new user, so this is obviously going to be a difference.
