I have never been charged pst or gst going through fedex, or brokerage fees.
Many times, the UPS man has been at my door asking for a lot of money. I
will not use UPS again. I agree with those who say using airmail is the best
route. Also, it is important to note that if you pay for UPS service that is
better than ground, you will not be charged brokerage. It is included in the
shipping cost.
