To release/renew your address, you can switch your connection method in
TCP/IP from Ethernet to PPP or something else, close the control panel, and
then open it and switch back.

This works well when you've set up configurations in TCP/IP, like one for
Ethernet/DHCP and one for your other method.

I don't think you have to have the "load only when needed" unchecked. It
should work either way.

If your cable modem is set up so only one computer can pass through it at
once, you will have to disconnect your old computer from it, reset the cable
modem, and then plug in the new one. Cable modems are required to learn MAC
addresses they see, and they have to remember them until they are reset.
