Why not?

Tell your computer to do pulse, rather than tone, dialing. You didn't say which OS but 
it is fairly easy in either X, or pre-X

As long as you aren't answering for incoming faxes or ARA, the only issue is where to 
connect the crank for dialing out, I use a synthesizer
