perhaps an American only offer!  They do this a lot from their USA based newsletters, 
offers etc.  I suspect if you read the offer fine print it will be USA residents. 
There is a Canadian Offer and it is available through some resellers.

Write/call the Canadian Apple support people and ask about educational disconts that
