For $4.99US/month you get 500MB storage and 5GB bandwidth. They also only use 100 sites per server. They have an excellent guarantee and focus on service. They also provide audio and video streaming. They provide one domain registration free (if you're not too fussy whether or not you have a .com, .net etc. for your domain) and provide a static IP. I wanted a .ca domain so had to go to a separate registrar in Canada to get it.
I'd strongly advise against going with ixwebhosting.
Firstly on the review:
I believe the review site is owned by ixwebhosting or the guy who runs ixwebhosting.
Most review sites are run on commission or by the hosts themselves.
Also, the claims by the reviewer
I looked into them on behalf of someone on IRC and had a conversation with their support staff which went roughly as follows:
Me: Is the data center in ky owned by ix webhosting?
Yes
Me: Is the ix webhosting site itself hosted off of a server there?
Yes.
Me: I'm trying to reconcile that with the fact that it's hosted by www.ev1servers.net
so what?

is private
and we do not reval it
