That doesn't sound right. If the item is coming from Canada to the US then Canada customs isn't involved other than they might look at the customs form but otherwise I haven't heard of any taxes or duties levied by CCRA for stuff LEAVING Canada. I'd ask the seller to present more details on the exact nature of the taxes, etc sounds like they made a mistake on shipping charges or are trying to scam you.
Canada customs does charge on items coming into the country and it seems that it is subjective. I have been hit with charges on items $15 and higher on items shipped via the post office.
