Hmmm, sounds like the DOS card does something different than VPC with the boot sector, master boot record (MBR) or both.
If you select the VPC C: file as C: for the DOS card, can you boot with a floppy and see what's on the disk file? If you can, make a copy of the VPC file, boot the DOS card with a floppy that has FDISK on it then enter FDISK /MBR See what happens, like will it boot the DOS card?
