The key scancodes for each letter, number, symbol
etc are the same on all USB keyboards I've run into.
The differences are in extra "special" things like the
Winlogo and Menu keys or the Mac's Power key. So you
can plug a PC USB keyboard into a Mac and it'll work
except I don't know if the Command key maps to
anything. Control should be Control and Alt would be
Option. (My Apple Design ADB board has both Alt and
Option on the same key.)

I searched bout couldn't find what keystrokes pressing
the Windows Key sends or if it's a single, special
command impossible to duplicate by pressing two or
more keys present on the "standard" 101 key AT
keyboard.

Most PCs with USB built into the motherboard have a
"legacy" or DOS support option in the BIOS setup
program. That supports a USB keyboard and sometimes
a mouse but likely nothing more than the two main
buttons. And very very likely only if they're plugged
directly into the main ports, not into a hub.
That's for straight DOS use or booting Windows 9x in
DOS mode.

If you're skulking about the thrift and pawn shops,
looking for olde keyboards, look on the bottom for a
small switch. For much of the period from 1984
(when the IBM PC/AT was introduced) through the mid
1990's, many keyboards were sold that could switch
between XT and AT modes. The Gateway Anykey was a
popular model for use in places where people used to
the PC and XT style with the function keys down the
left end and people who liked the AT style with the
single row of function keys across the top would be
using the same computer. The board had 124 keys
and could be programmed with macros that sent multiple
keystrokes to the computer.
