I remember seeing ads for the program; it was called "Long File Names" 
and came in a long, skinny box. It did enable LFNs under Windows 3.x, and 
even enabled LFNs for Windows 3.x software running under Windows 95. At 
least that's what the advertising said.

I don't think it spread that widely; you may not be able to find a 
legit copy of the program. You may have to resort to posting a request on 
alt.binaries.warez.ibm-pc.old and/or alt.binaries.warez.windows31.
