I'd have thought most ISPs, including Freeserve, would work if you set them up manually. It's usually the auto-installs that won't work (best avoided anyway IMO). http://www.waitrose.com is a good 'free' one, with free support, or http://www.onetel.net which charge 1p/minute or �12.99 unlimited.
