DVD-RAM and OS X 10.3

I have a Toshiba DVD-RAM drive, which is connected to my Mac using USB 
2.  I can read the dvd-ram discs from the drive, but I cannot write to, 
format or erase them.
Anyone out there any ideas, etc.
