I was working at Apple at the time NeXT was bought. NeXT step was ported to the Mac, then turned into Rhapsody by sticking Mac OS bits into it and that evolved slowly into the OSX we use today. To my knowledge (this info was available only to select people inside Apple and I was not one of those) Apple has always kept the intel version up to date, Rhapsody will install on both platforms as does Darwin, the core of OSX. It is NOT in Apple's intrest to release the intel version of OSX, they make a lot of money from the hardware side of the business.
Having said all that..... in a recent interview Steve Jobs kept on stressing that Apple is ok at hardware but rulled at making great software.... the whole interview smelled of Steve Jobs trying to make Apple look like a software company that happens to do hardware. For a short time Claris was also responsible for the Mac OS, Apple could do this again, split the soft and hardware business, by doing this they could go after Microsofts marketshare....
