Speed is a factor, but also the older age brings slower RAM and video cards also which drag down 10.4 badly becuase of the new Quartz Engine. Even with a Radeon 7000 PCI card in my B&W 10.4 feels very sluggish GUI-wise, where as 10.3.9 is very zippy even with no PCI Extreme hack. My iMac G4 has less RAM (768MB of PC133) only has a GeForce 2MX 32MB AGP 2x video chipset and 300MHz more CPU speed (and less cache to boot) and it runs 10.4.2 fine however, like liquid silk.
