Tom,

by definition, a Powerbook can't wake if the lid is closed, surely... how
would you know? (never owning one I realise that that is more a statement
than a real answer.)

I would check for "wake on LAN" or similar in the network prefs.

Well that would have been my thought as well. Except that the Mini is
a replacement for a Powerbook (first 12" version, finally running
10.3.9) which never woke up on its own. In that case I would put it
to sleep by closing the lid.
