When I used it (one of the 3.5.x versions) you were able to make plain text. Freeway basically uses CSS or invisible tables to place the text in the correct area. Freeway does have different modes depending on what form of html you wish to use. IIRC if you have it set to use an older form, it will do as you said, you may want to double check that.
