It has a workaround to point 2.4 back to the folders in /Library.

I'm just a newbie when it comes to using Terminal (I really need step
by step instructions) , but is there any way to insert/swap my HD's
library's OOo2 configuration file into the "faulty" 689m242 file's
configuration file -- even just as an exercise to see if such a temp
fix can be done?
No need to use Terminal. The workaround just requires a text editor (I
use TextWrangler. TextEdit will work but be sure to save as plain text.
Here are the instructions from the link I posted before.
Workaround: edit OpenOffice.org 2.4.app/Contents/MacOS/bootstraprc
and replace
the value of key UserInstallation with
UserInstallation=$SYSUSERCONFIG/OpenOffice.org-aqua/2
Note: This is for the Aqua version. You did not state if you are using
the Aqua or X11 version. If it is X11 you would have to eliminate -aqua
in the above line.
To find the bootstraprc file, in Finder go to
Applications/OpenOffice.org 2.4.app Right click on it and then click
'Show Package Contents' . Go to Contents/MacOS/bootstraprc and edit
file, saviing it in plain .txt
