re the manual for SetFile, I might have expected a return of

      1        syntax error
or
      2        any other error

but instead (logically) there's an unexpected error
as the L attribute can not be set (because a
*prior* Lock prevents setting).

Back on topic:

-- might the unexplained failure to lock somehow be related to the 
    *order* in which events occur?

-- is the file somehow busy, or in another way 
    guarded against changes, when the L(ock) is attempted?
