That will work as long as the user's home directory is on a case- insensitive volume, but technically the "f" should be lowercase (com.apple.finder). Running with a home on NFS or the case-sensitive variation of HFS would reveal the problem (the setting would have no effect, and there would be two separate files in ~/Library/Preferences, one named com.apple.Finder and one named com.apple.finder).
