Using the normal HFS+ that comes with your Mac you can assign extended attributes to files. There are also tools out there for tagging, for example these guys have a free tagging tool which integrates into spotlight I believe: http://www.ironicsoftware.com/index.html (Not an endorsement but I was looking around for tagging solutions a while ago and these guys struck me with the OpenMeta framework)
