I'm not exactly sure what you try to accomplish. You can find several how-tos 
on the internet how to setup a sparse image/bundle (Disk Utility) to use as a 
Time Machine backup location. If I remember correctly those spares images can 
be on another partition/drive or a network share. I don't know the actual steps 
needed to get this setup working, but it is not to hard to find some 
instructions on the internet.

You would only need MacFUSE or OSXFUSE if the partition/drive you want to use 
as backup location uses a MacFUSE filesystem, for example NTFS-3G or possibly 
sshfs in case of a network share. But AFAIK you would still need to create a 
sparse image/bunde on your MacFUSE volume for Time Machine to accept it as a 
backup location.
