I transfer pictures between my Mac and PC via my home network in JPG
format. I also send and receive photos in JPG with no problem. I use
Photoshop elements and graphic converter to manipulate photos and have
never had a problem.

PowerMail is my email application and I use it's "attach" feature to send
photos. I DO NOT compress JPG's as they are already compressed. Powermail
offers encoding options. If I am sending to another Mac I use the "Smart
(auto-detect)" option. If I don't know the receiver's platform then I use
the "Base64 (Windows)" option. The other options, which I don't use are:
"UUEncode (UNIX)", "Binhex (Macintosh)", and "AppleDouble (all)".

I am copying Jerry Freeman on this question. Perhaps he can shed some
light on the subject.
