There is not really a preferred order, just ones that are easier than
others.
First run a program like MacJanitor if you turn your Mac off every
night or let it go to sleep (OS-X has built in maintenance scripts that
really do need to run periodically).
Try repairing permissions, etc. second.
Third, if you have file-journaling turned on, try a restore from it. OR
if you don't, try booting into single user mode ("safe mode" if you
have 10.2) and running fsck.
After that, it is time to try things like Tech Tool Pro X and Disk
Warrior.
Last but not least, data back up, drive wipe and re-install.
