Actually, it looks like KB article #106214 was modified with Safe Boot info
back on 10/15/02.

I came across Safe Boot in KB ID #106214. It's a feature of 10.2 and later,
and is an automatic check and repair procedure.

It seems to be an automated fsck -y. Instead of booting while pressing
Cmd-S, typing "fsck -y" and then typing "reboot", you just press the Shift
key for the first boot, and press the Restart key for the second boot.

Safe Boot: 
After a crash or bad shutdown, or if the computer won't boot up all the way,
Restart any way you can, while pressing the Shift key until the pinwheel
starts. Then let go and wait. Checking and repairing will take awhile in the
background, then the regular blue screen will appear with the words Safe
Boot in the splash box. If this boot finishes OK, then restart again, the
usual way.
