I can't argue the pros/cons of your specific idea, but I can offer  
related opinions...

Not meaning to be argumentative, but the first safe place is/should  
be the home.

Modern parental controls and ISP filtering (of offered content) go a  
long way to
  the beginning steps of protection, at least in our homes.  Some  
service providers
  offer their own controls, not to mention the s/w packages available  
on the market.

Always be involved with online activities; look over their shoulder,  
in spite of
  objections, if necessary.  Know where they go online and what they  
do; if you
  think that a site is not appropriate (and there must be many), use  
the controls to
  block access to it.

Other safeguards include NO private seclusion of computer access.   
Many won't
  like this one at first, perhaps especially the teens, but placing  
computers in a very
  public place (like the family room) that doesn't generally allow  
"secrets", will also
  discourage involvement in such situations.  Needless to say, the  
privacy of a
  bedroom or private study is not recommended in these situations.
