I had a similar problem after installing Jaguar. Entourage would ask for my
password and offered to store it in Keychain.  When I tried to store the
password in Keychain, Keychain was locked, asked for a password and then
said the one I had set up was wrong. I could not unlock Keychain because it
would not accept the password.

So based on a tip, I went to the Preferences folder in my User folder and
deleted the file called com.apple.security.plist. Then I logged out and
logged back in.

After that, Entourage no longer asked for a password, and I could unlock
Keychain just using its drop down menu without any password.
