In pre-OS9 days, one would occasionally get this message because of 
having two system folders on the same drive. It was pretty rare to get 
it in OS-9 as that system was designed to allow for it (via the Start-up 
Drive desk accessory).

You may be able to get it fixed by re-blessing the two OS-9 system 
folders (yes, they really do call it that). One fast way to try that is 
to drag the system folder to the desktop, let it sit there for a moment, 
them put it back where it came from.

To be able to boot, try holding down the option key while starting the 
machine up. If things go well a screen will come up that allows you to 
choose the startup folder.
