As clarification, the Help > Pages User Guide is an .app which contains within its' package contents, the exact same .pdf manual you downloaded.
To further confuse you, when you select the Pages User Guide from the Help menu, it "should" open as a .pdf in Preview or whatever application you have set by default. Clutching at straws, but worth a try: 1. /library/documentation/applications/iwork/pagesuserguide.app. Right/Control click to Show Package Contents, then /contents/ resources/english/pagesuserguide.pdf. Select pagesuserguide.pdf, then Get Info to verify that the file is set to open in your default .pdf reader. Open said pagesuserguide.pdf to verify that the file is ok. 2. Quit Pages, then trash the file /users/library/preferences/ com.apple.iWork.Pages.plist. Relaunch Pages. 3. Did you repair permissions after installing iWork? 4. Where did you put the manual you downloaded from Apple?
