Have you tried opening up a paper clip and poking it into the hole near or
under the cd tray to manually eject it?
It has worked for me in the past. Good luck.

Subject: MacGroup: iMac cd won't eject

More on the non starting iMac now with an Apple Hardware Test cd inside
which will not eject.
I have tried holding the mouse button down during startup. No joy.
After perusing the Apple support site (on another computer), I did get
it to startup in Open Firmware. It was a relief to see something besides
a blue screen! But upon typing "eject cd" as instructed, the reply
appeared "cannot eject cd".
The Test cd won't run and won't eject. Any ideas?

Thanks again
Ann
