my Airport Ex has been doing a simliar thing.
I still haven't come to solid conculsions as to why but I did some things to 
help narrow it down.
Sounds like your using your modem but I reconfigured my airport not to dialup 
automatically. I
also port scanned (Applications:Utilites:Network Utility -Port Scan tab and 
generally test ports 1
to 2000) my own machine (127.0.0.1) to see if any odd services were running. 
Some shareware I
downlaod had enabled sendmail and pop3 and I disabled those. I also found a 
piece of software that
I was using wanted to "check for updates" I believe that if auto connect if off 
this should not
work but I disabled the preference anyway. Software Update has this option.
