Greg:

I have a CAD program, Vectorworks by Nemetschek North America, would 
perhaps answer to you specs, but it would probably be overkill. With 
this program you may scan a drawing, then place it on a "layer,"  create 
another layer, and copy the original, after which you can delete or move 
the original someplace else.

As I recall, I paid something in the neighborhood of $750 for my 
original program, plus a hundred or so to update it when I got my G5.

Of course, you can probably do as much or more in altering an original 
scanned image in photoshop.
