Yes, you can affect the volume.  Import the song as an MP3 in iTunes,  
or if it is imported drag it from the iTunes browser to the desktop.   
Create a new song in GarageBand.  Drag the song from the desktop to  
grey area that takes up most of the GarageBand screen.  It will  
import the track.  Move the track to the beginning of the timeline,  
and click the arrow button underneath the name "New Track" on the  
left hand side.  This shows the volume for that track.  The the line  
about 3/4 of the way towards the top of the volume editor is the  
sound of the track.  Click on that line to create a new point that  
you can adjust up or down to change the volume at that point in  
time.  Find the part where you want to decrescendo and place a point  
there, then drag it down to lower the volume.  Once you have the  
volume edited to your satisfaction use file export to itunes 
(GarageBand 2) or export, or save, in GarageBand 1.  Make sure you  
save it as a WAV file, or MP3, if you are using powerpoint.  If you  
are using Keynote, you may be able to save it as an AAC file and  
import it as well.
