Hi Nolan, -- ??? --

Question 1:
Not familar with your mail tool or aol's proprietary system, but
  a simple "Reply" should do what you want automatically.
Question 2:
Again, not sure, but you *could* be describing the difference
  between "plain text" and "send as HTML".  Do HTML tags show
  up in your messages, too?  Sounds like what happens to me
  when I use ExciteMail.
