When that happens it is usually because something changed on your  
already installed version of a program. The updater did not find  
something it was looking for, or found something it was not looking  
for. The updater then errs on the side of caution and does not  
install. The downloaded install is the whole shebang, so it doesn't  
need to do as much checking for how things are already installed.
