I always charge for 1 hour minimum. It doesn't matter if it took ne that long or not. Its all about "being on call" and stopping what I'm doing to help them. If I can do it over the phone then I don't charge milage. (i live 30 miles away so thats 60 miles total travel for often somthing simple)
