Steve if you are using Tivo then you Toast to burn it to dvd.
I use Tivo Transfer that is part of Toast 8 to transfer shows all the time to my Mac.
I then convert them to mp4's for playback on my iPod touch.
The basic Tivo file can be burned to a DVD by toast just like another video file.
make sure that you go to the more section of the encoding options and
click on the no re-encoding as the Tivo file is just a Mpeg 2 file with a DRM wrapper.

Now on thing about Tivo files is that Tivo does not record in a standard aspect ratio example 4:3 so there may be some banding on screen when playing back on a TV.
The Tivo upscales so well you don't notice it.

Steve is this a Movie file purchased thru iTunes or a video Podcast?
I do not think the purchased MP4's can be converted to a format for
burning to a playable DVD do
to copy write protection.
You can use a piece of software like FFmegx to turn a MP4 into a Mpeg
2 which is the format for video for
a standard DVD. Then use Toast to burn it as a playable DVD.
