If it works properly in another account, then that shows there isn't a hardware or system problem. It seems to show that a settings file for the account in which the problem happens is the culprit. It's likely a plist file in the Library directory at the root of the problem account. The damaged one could be determined by trial and error, but that's time consuming.
What I'd likely do is back up the important data for the account, nuke the account, set it up afresh and restore the data.
